Liberals and Democrats Will Support the Coming Mass Murder Campaign Against Iran

It looks like an attack on Iran is a fait accompli. It’s just a matter of timing at this point. Reading the corporate media — and much of the so-called “progressive” media — one hears what amounts to a chant: Iran has nukes, Iran has nukes… or they will very soon.

Under the U.S. client Shah Pahlavi, it was acceptable for Iran to develop nuclear energy.

In fact, Iran does not have nuclear weapons. It does not have the capability to build one solitary nuclear bomb, crude or otherwise. Iran has not enriched uranium to the point required to make a bomb. It has enriched uranium for nuclear energy. Iran’s uranium enrichment is less than five percent and consistent with fuel for a civilian nuclear power plant. Iran has imposed restrictions on its enrichment program including ratifying the Additional Protocol to allow more stringent inspections by the International Atomic Energy Agency, operating the uranium enrichment facility at Natanz as a multinational fuel center with the participation of foreign representatives, renouncing plutonium reprocessing and immediately fabricating all enriched uranium into reactor fuel rods. The IAEA has repeatedly said Iran is not enriching nuclear-weapons grade uranium.

But this does not matter. The U.S. government and its European partners, Israel, and the corporate media have repeated the lie that Iran is building a nuclear bomb so often that millions of people believe it and think Iran is a threat. Even peacenik liberals who mistrusted Bush and the neocons now believe Iran is a threat. They just disagree on how this manufactured and phantom threat should be addressed…

… Keep in mind that when the “liberal” Clinton was in office, he had few problems with his “liberal” supporters when he attacked Serbia. Democrats stood behind Clinton’s mass murder campaign. “For many leading Democrats, including some in top positions in the Obama administration, it was a ‘good’ war, in contrast to the Bush administration’s ‘bad’ war on Iraq,” writes Stephen Zunes. “Unless there’s a willingness to critically re-examine the war, the threat of another war in the name of liberal internationalism looms large.”

Zunes points out that liberals supported the illegal and immoral bombing campaign because they “recognized the severity of the ongoing oppression of the Kosovar Albanians and the need to challenge Serbian ethno-fascism.”

Serbian mistreatment of minorities was selectively focused on by the U.S. government for geopolitical reasons. “While showing themselves ready and willing to bomb Yugoslavia on behalf of an ostensibly oppressed minority in Kosovo, U.S. leaders have made no moves against the Czech Republic for its mistreatment of the Romany people (gypsies), or Britain for oppressing the Catholic minority in Northern Ireland, or the Hutu for the mass murder of a half million Tutsi in Rwanda,” writes historian Michael Parenti. “Nor have U.S. leaders considered launching “humanitarian bombings” against the Turkish people for what their leaders have done to the Kurds, or the Indonesian people because their generals killed over 200,000 East Timorese and were continuing such slaughter through the summer of 1999, or the Guatemalans for the Guatemalan military’s systematic extermination of tens of thousands of Mayan villagers.”

The problem with the Serbs and Yugoslavia was they were a viable nation and an economic success. Between 1960 and 1980 Yugoslavia had one of the most vigorous growth rates: a decent standard of living, socialist medical care and education, a guaranteed right to a job, one-month vacation with pay, a literacy rate of over 90 percent, and a life expectancy of 72 years, as Parenti notes.

“The dismemberment and mutilation of Yugoslavia was part of a concerted policy initiated by the United States and the other Western powers in 1989. Yugoslavia was the one country in Eastern Europe that would not voluntarily overthrow what remained of its socialist system and install a free-market economic order,” Parenti explains.

In short, it was a threat to the New World Order and the so-called “free traders,” that is to say the rape and pillage gang on Wall Street. It had to go — and in sensational fashion so other uppity states would get the message.

It was easy to sell the mass murder campaign to the liberals. Clinton sold it as humanitarian intervention. It was nothing of the sort.

The United States supported both sides during the Iran-Iraq War.

Of course, as I said at the time, these were transparent and easily debunked lies. It didn’t matter. The American people — habitually ignorant of history, geography, and politics — bought into the lies and supported Bush’s mass murder campaign.

Iraq was a lot like Yugoslavia. In the 1970s the country had well-developed health and education systems. People from around the Arab world went to Iraq to get a college education. Infant mortality and diseases were in decline. All of this changed when Iraq went to war with Iran in the 1980s. The war was encouraged and supported by the U.S. Reagan removed Iraq from the State Department list of known terrorist countries, sold chemical weapons to Saddam (including weapons grade anthrax and botulinum), and provided military logistics. At the same time, the U.S. agreed to facilitate the sale of arms to Iran through Israel. The eight year conflict resulted in nearly a million dead Iranians and Iraqis. Bush Senior’s invasion a few years later made a bad situation far worse.

Between the two Bush gangsters and Bill Clinton, the U.S. has killed well over 2 million Iraqis.

Obama will either sign off on an Israeli attack on Iran or he will direct the U.S. to bomb the country. Millions of liberals will support this because they are brainwashed by the government and the corporate media into the completely fallacious belief that Iran has nukes or will have them soon. Millions more will not directly support the coming mass murder campaign but will not raises their voices in opposition to Obama.

Opposition is irrelevant. Recall Bush arrogantly dismissing the antiwar movement as a “focus group.” Obama will ignore the small number of people who will go into the street on the day after Israel or the U.S. bombs Iran.

Obama is a puppet to the international bankers and the one-worlders and he will do as instructed.

Iran has to be reduced to a smoldering wasteland the same way Iraq was because it is outside the one-world loop. It does not take orders from Wall Street and the international bankers. Iran has its own ideas on how the country should be ruled and this is unacceptable.

It has nothing to do with nukes, the alleged antisemitism of Mahmoud Ahmadinejad, or even the dictatorship of the clerics. The coming attack on Iran is about breaking the back of the Iranian people and killing off their leaders. It’s about making Iran part of the global slave plantation.

The main point of the mass vaccination is to implant nanotechnology microchips that will allow external manipulation of the body mentally, emotionally and physically - including the so-called 'death chip' that can be used to assassinate targeted people or cause mass extermination.

We are now seeing accumulating evidence that this is the prime reason for the engineered 'pandemic'. Dr Ryke Geerd Hamer, who has taken on the German medical establishment with his own approach called New German Medicine, tells of  an experience he had at a speaking event in Vienna, Austria.

He said that a woman in the audience explained that a friend who works for a pharmaceutical company in Vienna (vaccine-maker Baxter International has a subsidiary in Vienna) had told her that the swine flu injection needles contain nano particles in their very tip. They cannot be seen by the naked eye, but were clearly visible with as little as a twelve times magnification microscope.

The staff of the pharmaceutical company were told that these nano particles work in the human body like a motherboard in the computer and lots of data can be stored on them, the woman said. This fits precisely what I have been saying and writing for years about the human body being a biological computer that can be externally manipulated through implanted chips.

Dr Hamer said the woman explained how she was also working in the medical field and she had asked a lawyer who came as a patient how it was possible to avoid being chipped. The lawyer said he knew about the mass microchipping and most 'upper class' members of society were aware of the plan. He said there would be no compulsory vaccinations planned for this year and instead they would encourage people to be vaccinated voluntarily.

If too few chose to have the vaccine, he said, they would impose compulsory inoculation next year. He said the 'elite' and certain politicians would be exempt and, as a lawyer, he knew ways to avoid it, but for the majority of the population there was no escape.

We'll bloody well see about that.

Starting in the next 6 months and culminating in 2011-12 the world will experience a series of tumultuous events which will be life changing for most people in the world.  But 2011-12 will not be the beginning of an upturn in the world economy but instead the start of a long period of economic, political and social upheaval that could last for a couple of decades.

We will discuss the three areas that we for some time have argued will determine the fate of the world for the foreseeable future, namely the coming unemployment explosion, the next and much more serious phase in the credit markets and finally the likely hyperinflationary or just inflationary effect this will have on the world economy and investments.

Gordon Brown urges EU to back new economic order

last night urged EU leaders to back an audacious plan for a new system of world economic government in which the G20 and IMF would be empowered to tell major economies how they should tailor their national policies to secure sustainable international growth.

Brown outlined his plan to EU leaders at a dinner in Brussels where an agreed strategy, including the governance of executive bonuses, was being hammered out ahead of the G20 summit in Pittsburgh next week.

The Brown proposal, known as the global compact is his latest attempt to urge world leaders, to recognise that international co-ordination of the major economies' fiscal policies is essential to prevent a repetition of the disastrous global slump. He also hopes the plan will help underscore his reputation as a respected world leader on economic issues.

Brown's plan appears to sanction new intrusions by a permanent G20 secretariat into the individual nation states. It is, though, seen by him as a way of addressing the global imbalances, including the surpluses and deficits of different nations, that have lain at the heart of last year's crisis.

Brown said: "We must be ready to commit to even greater levels of co-operation to meet the new challenges ahead. I believe the world's leading economies need not just a new policy, but a new way of making policies, not just a new programme of action, but a new way of managing the global economy."

He accepted his proposal requiring turning the G20 into a permanent body would need unprecedented political commitment from all G20 countries…

The Coming Consequences of Banking Fraud

The Double Dip Recession, or the “W” shaped recovery that a minority of economists, such as Joseph Stiglitz, is now stating as a strong possible outcome of this current rally, should not be discussed in the realm of economics but rather in the more apropos realm of financial fraud. The fact that the up leg of the “W” shaped recovery that is occurring now will inevitably crumble in spectacular fashion will not be a result of any free market principle, but rather the direct consequence of a fraudulent scheme executed by an elite global financial oligarchy, otherwise known as Central Banks. If the mission of this current manufactured leg-up in Western stock markets was to fool the world into believing that global economies are recovering, then clearly, up until this point, the mission has been a resounding success. For those unfamiliar with the term “blowback”, it's a CIA term that was first used in March 1954 to describe the unintended consequences of US government international activities kept secret from the American people.

Though this term has primarily been used to describe the consequences of covert military operations, “blowback” is an appropriate term to use to describe the coming consequences of banking fraud because the US government, US Federal Reserve, Wall Street, the US Treasury, and the Exchange Stabilization Fund have all engaged in domestic and international financial and monetary transactions that have been kept secret from the world, and that will have severe and negative consequences in the not so distant future. In fact, I predict that the blowback of these activities will not only exceed, but far exceed, the fallout the world experienced in 2008 at the prior apex of this current crisis. Most people today can not even fathom how bad the situation will become primarily because of all the secrecy that the banksters have engaged in – in US Treasury markets, the gold markets, the US dollar markets, agriculture commodities, stock markets, and financial markets – in hiding reality from the people.

In an article I wrote three months ago, on June 10, 2009, titled, “Can Rising Stock Markets Serve as a Confirmation of a Crashing Economy?”, I stated, “Whether I am right or wrong about US markets tanking by summer’s end/fall’s beginning, if [we] position [our] investment assets based upon an understanding of the fraudulent monetary system, [we] can still continue to create wealth.” While true, I was a bit early in raising the proposition of a stock market correction the month before; I amended my prediction in June upon realizing the breadth of the manipulation schemes occurring in Western stock markets. In today’s markets, only a complete investment novice would try to predict market behavior without accounting for the massive government intervention schemes and forays into stock markets as well as the computerized manipulation of daily trading volume. One of the main reasons, but not the only one, that I amended my target for the end of this rally this past June to the fall season is the fact that fall normally marks the return of much higher daily trading volume from the traditional summer lulls. Thus, it is a much more difficult proposition for Central Banks and computerized trading programs to manipulate a continued rise in stock markets in the face of higher daily trading volumes.

However, should daily trading volume remain surprisingly low or muted this fall, as is also a possibility, I have no doubt that this market rise can persist for an extended period longer before these false gains are eventually flushed away (but, of course, not before all US financial executives have had ample time to exit their positions quietly). In fact, the development of this false rally was the main topic of my article. The other scenario, one that includes a significant rise in daily trading volumes that trigger the start of a second massive decline in Western stock markets, would not surprise me either. It’s just a matter of observing the signs that forecast the waning efficacy of the fraudulent stimulus of Western markets (or for this matter, the fraudulent stimulus of Chinese stock markets too).

Remember that it is only the timing of this decline that I am uncertain of, but I am very certain that a significant decline of a shocking nature is coming. The last time I issued an adamant warning of a similar nature was on April 23, 2008, when again, the only issue about a market crash was timing, though the US S&P 500 index peaked just 18 business days after I wrote that article and proceeded to fall by more than 50%…

Scientists from Naval Research Laboratory and NASA Goddard Institute Predict "Global Cooling"

What a blow to the global warming enthusiast. I would think this would put the "freeze" on their manipulative ploy ... but it won't. From 2002 to 2008, decreasing solar irradiance (activity) has cooled Earth's surface. That's the conclusion of researchers Judith Lean (Naval Research Laboratory) and David Rind (NASA Goddard Institute), who have just published a new analysis of global temperatures in the Geophysical Research Letters.

Lean and Rind considered four drivers of climate change: solar activity, volcanic eruptions, ENSO (El Nino), and the accumulation of naturally caused greenhouse gases some of which are human produced.

Solar activity is the major component of warming and cooling trends. During the climb to solar "maximum", the Earth warms. During the de-escalation decent of solar activity towards solar "minimum", the Earth cools. Another source of cooling is volcanic eruptions and cloud cover often caused during solar "minimum" by (GRB's) Galactic Cosmic Rays. During the time of solar escalation during the 11 year cycle, the Sun heats the atmosphere; this in-turn causes a shift in trade winds (or jet stream). As a result of shifting wind currents (jet stream) the ocean currents shift often bringing warm waters.

This step-by-step equation during warming trends (solar maximum), creates "extreme weather" patterns. In-like, during cooling trends (solar minimum) can cause increased cloud cover creating an unstable atmosphere causing a shift in weather patterns.

Volcanic eruptions are a source of cooling; ENSO (El Nino) and naturally caused greenhouse gases some of which are human produced will cause heating; the solar cycle causes both warming and cooling depending on the stage of the 11 year bell-curve cycles. When added together, these factors can account for 76% of the variance in Earth's surface temperature over the past 30 years, according to the analysis of Lean and Rind. In this report nothing was mentioned regarding the remaining 24%.

Several aspects of their model attract attention: "The warmest year on record, 1998, coincides with the 'super-El Nino' of 1997-98," points out Lean. "The ESNO is capable of producing significant spikes in the temperature record." Solar minimum has the opposite effect: "A decrease in the Sun's irradiance (activity) has caused a cooling trend from 2002 - 2008," she notes. "This is the reason for the well-known 'flat' temperature trend of recent years."

PREDICTION: NASA and the Navy have made a prediction for the coming two decades. Their prediction calls for a continued overall cooling trend for the next 20 years. In addition, Lean and Rind say if a major volcanic eruption (cooling) and/or an active ENSO (warming) occur, this would modify global and regional temperature projections.

In summary: The Sun is King! There will be warming and cooling trends just as there always have been, and humans have very little to do with it .... welcome to Earth.

Bogus Bluster From Bigwigs Hides Lockerbie Truth

As soon as he [Abdel Basset Ali al-Megrahi] was freed, we heard howls of outrage from Washington: how could such a heinous killer be allowed to walk free? ...

You can bet that every single official trumpeting their moral outrage at al-Megrahi's release knew the truth of the matter: he was not released because he was dying, but because the slow-turning wheels of his appeals process was about to force the release of hundreds of pages of damning documents that would confirm, yet again, that he had been, as the Scottish Criminal Cases Review Commission put it, the victim of a "miscarriage of justice" -- a frame job by the US and UK governments which has been covered up, in admirable bipartisan fashion, for years…

… Why did they frame al-Megrahi, when they knew the real instigators of the bombing? Because they needed the support of the instigators to launch the wanton slaughterfest known as "Desert Storm..."

Taliban's bombs came from US, not Iran

WASHINGTON - In support of the official United States assertion that Iran is arming its sworn enemy, the Taliban, the head of the Office of the Director of National Intelligence (ODNI), Dennis Blair, has cited a statement by a Taliban commander last year attributing military success against North Atlantic Treaty Organization (NATO) forces to Iranian military assistance.

But the Taliban commander's claim is contradicted by evidence from the US Defense Department, Canadian forces in Afghanistan and the Taliban themselves that the increased damage to NATO tanks by Taliban forces has come from anti-tank mines provided by the United States to the jihadi movement against the Soviets in Afghanistan in the 1980s.

The Taliban claim was cited by the ODNI in written responses to questions for the record from the Senate Select Committee on Intelligence following testimony by Blair before the committee on February 12, 2009. The responses were released to the Federation of American Scientists under the Freedom of Information Act on July 30.

ODNI wrote that Iran was "covertly supplying arms to Afghan insurgents while publicly posing as supportive of the Afghan government". As evidence of such covert Iranian arms supply, the ODNI said, "Taliban commanders have publicly credited Iranian support for their successful operations against coalition forces."

That statement was taken almost word-for-word from the subtitle of an article published on the website of London's Daily Telegraph and Sunday Telegraph on September 14 last year. "A Taliban commander has credited Iranian-supplied weapons with successful operations against coalition forces in Afghanistan," read the sub-heading of the article "Taliban claim weapons supplied by Iran".  The single Taliban commander quoted became plural in the ODNI version.

In the article, British journalist Kate Clark quoted an unnamed Taliban commander as saying, "There's a kind of landmine called a Dragon. Iran's sending it. It's directional and it causes heavy casualties." The commander said the new mine would "destroy" large tanks "completely", whereas "ordinary" anti-tank mines had only caused "minor damage".

If  true, the revelation that an improved Iranian anti-tank weapon had been killing US and NATO troops in larger numbers would have been a major development in the war in Afghanistan. Roadside bomb attacks are acknowledged by US and NATO officials to be the cause of most of the casualties and deaths of foreign troops in the country.  The rapid rise in casualties over the past two years is attributed in part to the increased lethality of the Taliban mines.

But according to the Pentagon agency responsible for combating roadside bombs in Iraq and Afghanistan, the increased Taliban threat to US and NATO vehicles comes not from any new technology from Iran but from Italian-made mines left over from the US Central Intelligence Agency's military assistance to the anti-Soviet jihadists in the 1980s.

In response to an inquiry from Inter Press Service (IPS), the Joint Improvised Explosive Device Defeat Organization (JIEDDO), a unit of the US Department of Defense, said in an e-mail that Italian-manufactured TC-6 anti-tank mines are "very common" in the Taliban-dominated areas of the country and that they had been modified to increase their lethality in improvised explosive device attacks.

The JIEDDO response said TC-6 mines were being "arrayed in two or three in tandem to ensure the charge is large enough to inflict damage against coalition vehicles". The TC-6 mines "continue to pose a significant threat to coalition forces", JIEDDO said.

The combining of two or three anti-tank mines into a single, more destructive bomb would account for the increased lethality of the anti-tank mines being used by the Taliban.

The claim by the alleged Taliban commander of new, more effective weaponry supplied by Iran appears to have been deliberate misinformation for the Western press

Megrahi was framed

The trial of the “Lockerbie bomber” was worse than a travesty of justice. Evidence that never came to court proves his innocence

The hysteria over the release of the so-called Lockerbie bomber reveals much about the political and media class on both sides of the Atlantic, especially Britain. From Gordon Brown's "repulsion" to Barack Obama's "outrage", the theatre of lies and hypocrisy is dutifully attended by those
who call themselves journalists. "But what if Megrahi lives longer than three months?" whined a BBC reporter to the Scottish First Minister, Alex Salmond. "What will you say to your constituents, then?"

Horror of horrors that a dying man should live longer than prescribed before he "pays" for his "heinous crime": the description of the Scottish justice minister, Kenny MacAskill, whose "compassion" allowed Abdelbaset Ali Mohmed al-Megrahi to go home to Libya to "face justice from a higher power". Amen.

The American satirist Larry David once addressed a voluble crony as "a babbling brook of bullshit". Such eloquence summarises the circus of Megrahi's release.

No one in authority has had the guts to state the truth about the bombing of Pan Am Flight 103 above the Scottish village of Lockerbie on 21 December 1988, in which 270 people were killed. The governments in England and Scotland in effect blackmailed Megrahi into dropping his appeal as a condition of his immediate release. Of course there were oil and arms deals under way with Libya; but had Megrahi proceeded with his appeal, some 600 pages of new and deliberately suppressed evidence would have set the seal on his innocence and given us more than a glimpse of how and why he was stitched up for the benefit of "strategic interests".

“The endgame came down to damage limitation," said the former CIA officer Robert Baer, who took part in the original investigation, "because the evidence amassed by [Megrahi's] appeal is explosive and extremely damning to the system of justice." New witnesses would show that it was impossible for Megrahi to have bought clothes that were found in the wreckage of the Pan Am aircraft - he was convicted on the word of a Maltese shopowner who claimed to have sold him the clothes, then gave a false description of him in 19 separate statements and even failed to recognise him in the courtroom.

The new evidence would have shown that a fragment of a circuit board and bomb timer, "discovered" in the Scottish countryside and said to have been in Megrahi's suitcase, was probably a plant. A forensic scientist found no trace of an explosion on it. The new evidence would demonstrate the impossibility of the bomb beginning its journey in Malta before it was "transferred" through two airports undetected to Flight 103.

A "key secret witness" at the original trial, who claimed to have seen Megrahi and his co-accused, al-Alim Khalifa Fahimah (who was acquitted), loading the bomb on to the plane at Frankfurt, was bribed by the US authorities holding him as a "protected witness". The defence exposed him as a CIA informer who stood to collect, on the Libyans' conviction, up to $4m as a reward.

Megrahi was convicted by three Scottish judges sitting in a courtroom in "neutral" Holland. There was no jury. One of the few reporters to sit through the long and often farcical proceedings was the late Paul Foot, whose landmark investigation in Private Eye exposed it as a cacophony of blunders, deceptions and lies: a whitewash. The Scottish judges, while admitting a "mass of conflicting evidence" and rejecting the fantasies of the CIA informer, found Megrahi guilty on hearsay and unproven circumstance. Their 90-page "opinion", wrote Foot, "is a remarkable document that claims an honoured place in the history of British miscarriages of justice". Foot reported that most of the staff of the US embassy in Moscow who had reserved seats on Pan Am flights from Frankfurt cancelled their bookings when they were alerted by US intelligence that a terrorist attack was planned. He named Margaret Thatcher the "architect" of the cover-up after revealing that she killed the independent inquiry her transport secretary Cecil Parkinson had promised the Lockerbie families; and in a phone call to President George Bush Sr on 11 January 1990, she agreed to "low-key" the disaster after their intelligence services had reported "beyond doubt" that the Lockerbie bomb had been placed by a Palestinian group, contracted by Tehran, as a reprisal for the shooting down of an Iranian airliner by a US warship in Iranian territorial waters. Among the 290 dead were 66 children. In 1990, the ship's captain was awarded the Legion of Merit by Bush Sr "for exceptionally meritorious conduct in the performance of outstanding service as commanding officer".

Perversely, when Saddam Hussein invaded Kuwait in 1991, Bush needed Iran's support as he built a "coalition" to expel his wayward client from an American oil colony. The only country that defied Bush and backed Iraq was Libya. "Like lazy and overfed fish," wrote Foot, "the British media jumped to the bait. In almost unanimous chorus, they engaged in furious vilification and open warmongering against Libya." The framing of Libya for the Lockerbie crime was inevitable. Since then, a US defence intelligence agency report, obtained under Freedom of Information, has confirmed these truths and identified the likely bomber; it was to be the centrepiece of Megrahi's defence.

In 2007, the Scottish Criminal Cases Review Commission referred Megrahi's case for appeal. "The commission is of the view," said its chairman, Graham Forbes, "based upon our lengthy investigations, the new evidence we have found and other evidence which was not before the trial court, that the applicant may have suffered a miscarriage of justice."

The words "miscarriage of justice" are entirely missing from the current furore, with Kenny MacAskill reassuring the baying mob that the scapegoat will soon face justice from that "higher power". What a disgrace.

Iran nuclear "threat" hyped: IAEA's ElBaradei

VIENNA (Reuters) - Iran is not going to produce a nuclear weapon any time soon and the threat posed by its atomic program has been exaggerated, the U.N. nuclear watchdog chief said in a published interview.

The West suspects Iran wants to develop a nuclear weapons capability under the guise of a declared civilian atomic energy program. Tehran rejects the charge, saying its uranium enrichment program is a peaceful way to generate electricity.

Mohamed ElBaradei, director-general of the International Atomic Energy Agency, said there was no concrete evidence that Tehran has an ongoing nuclear weapons program.

"But somehow, many people are talking about how Iran's nuclear program is the greatest threat to the world. In many ways, I think the threat has been hyped," he told the specialist Bulletin of the Atomic Scientists.

ElBaradei said there was concern about Iran's future nuclear intentions and that the Islamic Republic needs to be more transparent with the Vienna-based U.N. nuclear watchdog.

"But the idea that we'll wake up tomorrow and Iran will have a nuclear weapon is an idea that isn't supported by the facts as we have seen them so far," said ElBaradei, 67, who will step down in November after 12 years in office.

The interview was conducted in July but released late on Tuesday.

Last week, an IAEA report lent some weight to Western intelligence reports that Iran had studied ways to make atom bombs although the agency has repeatedly said it does not have concrete proof of a weapons agenda.

Iran has refused to provide documentation, access to sites or to nuclear officials for interviews which the IAEA has requested to reach conclusions about the intelligence materials.

In the interview, ElBaradei said there was an urgent need to follow up on U.S. President Barack Obama's proposal for a dialogue between Washington and Tehran, but that resorting to harsher sanctions against Iran if it does not engage would achieve little.

ElBaradei said he had gleaned from experiences dealing with North Korea and Iraq that dialogue was a more effective tool than sanctions. He was not talking about a specific country.

"Another lesson is to use sanctions only as a last resort and to avoid sanctions that hurt innocent civilians. As we saw in Iraq, sanctions only denied vulnerable, innocent civilians food and medicine," he said.

Iran's chief nuclear negotiator was quoted as saying on Tuesday that Tehran has prepared an "updated nuclear proposal" and is ready to talk to world powers. The West has said it is still waiting for details.

Germany is to host high-level talks on Iran's nuclear program on Wednesday with the United States, China, France, Britain and Russia. Western powers are expected to push China and Russia to back a fourth round of U.N. sanctions which could target Iran's vital energy sector.
